Too much flow for clown?

I have a smallish clown...my tank turns over probably 9X an hour. Is that too much for him. He always seems to be swimming pretty hard...but he doesnt really look like he is struggling....I think I just feel bad for him but I want to make sure :).

Wouldn't 15x on a 10 gallon be 150gph? And then the 250 gph is 25x.
