Too much Water Flow

I was wondering if I know have too much water flow. I have A 40g strech hex tank, with and emporer 280, powerhead rated at 145 and a skimmer/filter which I just bought that is rated at 250. Is this and ok setup for my tank? It's been set up for over 2 weeks (no fish). I also plan to make it just fish and invert. I have about 25+ of LR and 30lbs of LS. What else do I need to do (besides testing water) before I add fish once the cycle is complete?

You have a turnover rate of 16x. That is good for a fowlr,but if your going for a reef you should be up to 25x or more. HTH

Thanx of the imput, I just want to make sure everything is good before adding fish. I don't want to kill any of them and waste $$$.
