They can if they're tentacles are within reach. My torch extends about 6" from it's base, and although I'm not positive, I'm pretty sure that it stung our Birds Nest when it was too close.
Here's what another site says about the torch:
"Provide plenty of room between the Euphyllia Torch Coral and other sessile animals, since at night, its sweeper tentacles can extend up to several inches from its base and sting other coral species."
and about the Frogspawn:
"During the evenings, its sweeper tentacles can extend up to six inches beyond its base into the reef aquarium surroundings. It will sting other neighboring corals in the reef aquarium, therefore, it is best to leave plenty of room between itself and other types of corals."
The site also lists both as "Aggressive" corals..
