I would avoid the seaclone skimmer. If going with an inexpensive skimmer I would check out Coralife. I have never used one of those myself but I have heard they get good reviews.
How is your water flow? Corals will require much more water movement than the fish do. That's the only thing I didnt see on your list. Probably will need another power head or two.

sure you can use you live sand, I dont know how much I would clean it. as for the rock you should be fine with it as well, Just go out and get some live rock and you will be up and running nicely. just get a nice skimmer they will make or break you.

My vote would be to always have a refugium of some sort if you have the space. Ideally if you can have a sump with your protein skimmer in there, and then a refugium as well that would be the way to go. Personally, I took a 30g searclear tank and converted that into a sump/refugium. I put a 4 inch sand bed and have it filled as far as it will go with LR. I do not use a skimmer myself as I believe they take out the beneficial phytoplankton that the corals use for a food source. I am in the minority with this view. (If going this route you do have to take extra special notice of how much livestock you have in the tank. Otherwise you get too much ammonia which will ultimately fuel unwanted algae growth. That was probably more than you wanted to know but there it is. LOL)
