unhappy puffer

If anyone has any advice about a stars and stripes puffer that will not eat please let me know.
We introduced the puffer into our tank about 2 weeks ago. We haven't seen him eat since. Weve tried feeding him multiple foods; silversides, krill, feeder shrimp, live fish, and the only thing he even seems interested in is our tang's algae sheets. He looks at them gets close, but will not eat.
I fear the problem is his acclomation process. We bought him from our lfs, and on the way home he bit 3 holes in his double bags. There was very little water left when we got home and we had to just put the bag and what water was left, (very little) and float him. The bag soon began to shrink up around him and we had to just let him out. I know this is bad but I feel we had no other choice.
He is not harassed by the other fish in the tank at all
Does anyone have any ideas?

Well, whether it is an issue or not, it always helps to start with the basics:
Age, size of tank?
Filtration?
Specific water parameters?
Other inhabitants?

I agree with justfish, I had a hard time getting my puffer to eat also. I put garlic on his food one time, and he went nuts and ate everything I put in the tank
