ok, well Ross gave me the idea of using Base rock instead of buying all lr and then buy some lr to put on top.. you get the pic. now my question is what do i do before iput it in my tank? rinse it off?

Yeah, I would put it in a strainer and rinse off the excess particles if you are adding it to an established tank. However, if you are just starting your cycle, then I would just leave it with as much LR as you can afford for the size of your tank. The more surface area the better.
