If you have the time to cycle, then it would be best to do so. But if you have a sick fish on your hands that needs medical attention immediately, a cycle can be prevented by frequent water changes and the vacuuming of waste and extra food. Using display water won't prevent a cycle, but if you're looking to have one, it's a great way to "jumpstart" it by the introduction of established bacteria.

Nitrosomonas and Nitrobacteria are not pelagic, they are always attached to something in the aquarium. If you take some substrate, or a decoration/rock, etc, that would "jump start" the cycling. The water itself will not.
Are you sure there isn't any bacteria in the water? I was given the impression that there was some in the water. Obviously, there would be more present on the rocks and such, but I wouldn't think the water would be completely bare of bacteria.

keep a sponge from a sponge filter in your sump then when you need bacteria on th qt tank just take it from the sump and put it inthe qt tank. remember rok an substrate also are great breeding grounds for ich soo keep the qt tank bare. just some pvc for fish to hide. the water is not the magic its the media
