is a 9 watt uv light too little for a 180 gallon tank?

I have a 9watt UV double helix from custom sea life and its only rated up to 150gallons. That usually means its up to about 75 max! If I were you I would get a larger one or not use it at all, this is only my opinion. Notice also the flowrate that goes with the type and size steralizer you are using. If the flowrate is too fast the light will not have enough contact time with the water to eliminate anything.
