UV sterilizers have to have a proper flow through them in order to work properly. Normally you would hook them inline from your system pump to your tank. A flow regulator may be needed to slow the water down some for the flow to be right. What size and model pump do you have?

You don't have to run it to a sump, but it is much easier that way. You can draw water from the display and run it through the UV and right back into the display tank.
