valentini fins, help!

my valentini puffer has little white or light colored spots on his fins(all of them except the tail) I gave him a fresh water dip, but the fins still look the same. The spots are too small for my camera to pick up. The spots are a little bigger than a period.

It might be ich, which resembles salt sprinkles on the fish. This will show up most of the time in a picture however. Don't dip the fish. You're not sure what your treating and the dips may only be stressing the fish further. Any other symptoms;? scratching, rapid swimming, loss of appettite? Any other fish showing symptoms? How long have you had this fish?
