i have successfully kept a few saltwater aquariums but have set up only one before from a tank that had previously housed some sort of reptile and know that as long as u bleach very thoroughly and let soak in declorinator you won't have any issues but today We had some people over and one of them knocked over my poop scoop for my bearded dragon and the placed it (accidentally) in my new tank which only had sand and water will it be ok and is there something I can do so that I don't have to start over?

I'm looking forward to what others have to say, but I'm guessing that any waste matter will only be additional fodder to help further the nitrogen cycle establishment. I'm also guessing that any bacteria you may be worried about, being of a terrestrial nature, would not fare well in a marine environment (assuming the water is salt) and is of no concern.

I had read and heard from numerous sources that there is something in the fecal mater of reptiles that if converted to a fish tank of any type the fish will never survive but I have before but nothing like this has ever happened does anyone have any info on wether that is true or not or what specifically it is

Well what is this you have heard? What, when, where, how?
I think having real information is better then going with rumors.

There are many reptiles that inhabit water with fish and the fish survive (example turtles). So I would consider the information that you have been given to be absolutely false. I don't think your fish are doomed.
