Will efficiently operate T-8, T-12, Normal Output (NO), High Output (HO) and Very High Output (VHO) bulbs at cooler temps and extended life compared to standard ballasts

Looking for lights for a 30 gal long tank 12"x 36". Not too picky about light output-. Is there any type of top this is mounted to? how about shipping to 44028??

This is a ballast and harness. Not lights.
Or am I misunderstanding you?
