I am on a tighter budget, and can't go for the full MH system. I was wondering would this be enough light for a 46 gallon tank? Would it light it up enough? Also if this is not a good choice, should I get T-5's?

I'd go with the T-5's over the 1MH.

You will not be happy at all! I had the Viper over a 29 and wasn't happy. Go to Craig's list and snag a used MH set up or a good T5 set up.
