W/D? Tank set up question?

Here are the pics of the equipment I was given I believe the system that the bioballs are in is a w/d system right? and the tall thing looks to be a cheap protein skimmer? Need some help to figure out exactly what this stuff is and how to go about setting it up correctly. Also all of this material was originally used for a sw set up than fresh (wish they would not have ah) I believe it has all been scrubbed but to what extent I'm not sure, I've seen white vinegar to be a sort of cure all for cleaning would a good scrubbing with this be sufficient? And lastly in all honesty would any of you recommend just using the tank and scraping everything else and buy new?

is there any writing on the skimmer at all? any idea what kind it is?
Your wet/dry looks ok...I would start with new bio-balls or convert that to a sump instead (use LR rubble in place of the bio-balls).
what size is the tank?

No theres no writing on the protien skimmer I believe it came with the w/d so no brand etc listed. I was thinking of maybe converting it to a sump, what would I need to do to acomplish this? and I have a 65g tank.

You are correct. The tall thing is a cheap protein skimmer. The brand is Pro Clear. They are not too common, however I have one and it removes a lot of stuff. I just replaced my original because my sump is so limited in space, it is the only one that fits. It comes with its own pump and produces a huge amount of super fine bubbles.
