My Tank Has Been Cycling For About 3 Weeks After My Tank Is Cycled Do I Have To Do A Water Change

after all your levels come back down to 0. I would do a 20% water change before adding the clean up crew. then very slowly you can start adding livestock.

Agree with coastie -key phrase is "very slowly add". Patience is difficult but manditory for sucess.

Really depends on your nitrate level IMO. If you don't have a high level of nitrates I would not recommend a water change. You don't have anything in the tank using up anything out of the water, I would just go ahead and add some snails. But again if you do have some nitrates you want to dilute go ahead with a water change.
