Water Changes

When I do a water change, do I have to have pre mixed saltwater to add back into the tank that has sat for a few days? Or can I just mix the salt and water and then add to the tank? Also I bought a buffer and am curious as to when I am to add it to the water? The directions are not to clear. What am I suppose to do?

as for buffer you only use it when you need to. (I know thats not very specific but you dont just buffer your tank on a daily basis unless your alkalinity consumption is WAY up there)
