Water marks on an old tank.

Someone is selling a used All-Glass tank, I saw there are some "water marks" on the glass, is that ok and easy to clean off? Or that is impossible?

some people have used regular vinegar and a rag on it with great success
some have to use razor blades and water, and some can't get it off for anything

Hum...I am not sure if the guy let me try before I but it. He used the tank for South American Cichlids for few years. It doesn't matter, right? I still can use it for reef tank?

no it doesn't matter
how long has it been torn down though?

this may be one of the tougher ones then never know
putting water in it for a lil while to kind of let it soak may help a fair bit if it's tough
like pre soaking very dirty dishes before using the good ole' elbow grease
most likely cleanable, but if he used it for cichlids there may be many small scratches from both substrate and fallen rockwork look closely
that dirt may be hiding a lot of hidden damage
