on the surface of my water the is a layer of crap...i dont know exactly what it is but its nothing harmful just wanting to how how to get rid of the layer of crap on my water surface

You shouldnt have any crap on the top layer if you have proper surface agitation. Do you have a powerhead creating a ripple across the top of the water?

i am running a skimmer and i have put a powerhead on blow on the surface
the layer isn't a think smog you can't see through but if you look closely theres alot of thin brown'ish red stuff on the surface
