I don't know about "every" tank, but it does seem to be a common enough experiance with tanks that are just starting up to be given the name "New Tank Syndrome"...
However if the tank does not clear up after a reasonable period of time...ie.two-three months...then you are no longer in the "new tank" catagory and should probably start looking for other causes for a continous build up of unsightly brown Diatoms.
Highly suspect is the addition of Silicates from using "Tap" water for top off/water change, no matter how "Clean" it "Seems".
Hence the need to "Test" tap water for Silicates.
Silicates can be removed with the use of a "sponge", but the best long term remedy would be not putting them in in the first place by using "cleaned" water.ie RO/DI or Distilled.
