water volume

The answer is yes, but with caution. I don't really subscribe to the "inch per 5 gallon rule," because that doesn't do much to account for some fish like bar gobies, which are long and skinny, or groupers, which are short and fat. And what about ribbon eels? You just need to use good judgement. Don't crowd the fish, and make sure your system can handle the bio-load you're putting on it. The bigger a fish gets, the more load it will add to the system, but a 5 inch grouper will add more than 5 times the load as a 1 inch grouper. Good luck,
Sonny
