Can you use regular tap water to fill a tank, and then add some sort of chemical to make it more suitable for the fish? or does it have to be R/O water?

you can use regular tap water and then use some water dechlorinater to it. make sure the dechlorinater is suitable for saltwater (not sure if it matters but just to be safe). the problem with using tap water is you will often battle algae blooms and diatom blooms. the dechlorinater will also make your skimmer go nuts and overflow your collection cup whenever you add newly dechlorinated water (water changes)
RO/DI water is going to be the best choice in water for your tank.

know this have nothing to do with ??? that was asked ,but what is diatom blooms thats a new one to me

di = de-ionized and you will have an algea bloom if u you use it. it is well worth the money and the time to get the ro/di and not have the headaches
