can you use real sea water in your tank from the ocean?
and if you can, can you mix it with water that has been man made?

You can, but natural seawater, unless it is collected several hundred feet offshore (at a minimum) is usually too polluted to be used in a tank. There is no problem with mixing the two, so long as the natural seawater is ok.

I have acess to a boat and live in florida. If i was to collect water it would be several miles offshore in what we call Bluewater. if the sg is off i should be able to add a salt mix or RO water, depending which way i need to go, correct?

I got a buddy in Tampa that gets his water out in the blue water and swears by it. He also drags a phytoplankton net and feeds his corals with it.
I would do it.
