Okay, well you don't have algae. You have a bacteria called cyanobacteria. It is using the phosphates and nitrates in the water and changing it into a gas, hence the bubbles. I hope your salt isn't at 1.234 lol, maybe you mean 1.023? Or 34ppt? That's fine.
Cyanobacteria occurs in a lot of tanks...probably most tanks. I had it. Do a lot of water changes and get yourself a good skimmer. How is your flow?
Good Luck with this, it's a pita. Now, don't kick it up into the water column, but you can siphon it out. Realize though that it will take almost no time at all for it to come back full swing. Less than a day.
Research on here. Find all the stickies at the top of the new hobbyist board. Read them, reread them, and research a lot elsewhere. This hobby is no fun unless you know what you're doing.
Welcome to the boards

EDIT: DO NOT, I REPEAT DO NOT, BUY A CHEMICAL TO GET RID OF IT. Your LFS will definitely sell you this if you tell them about your problem. This is a bad idea to use...but you'll learn all about that now that you know what to research. Good Luck!

+2 on that!

+ 3. I used a product called Chemi Clean in my old tank and all it did was turn the cyano from red to green and it was even harder to get rid of.

Never heard of this, but I knew it could happen and I want to explain why it happened.
Think of antibiotics...that is all that chemi clean is after all
If you use too much chemiclean, your tank could get nuked...a full dose can sometimes have this effect.
Now, because of this problem, most people will recommend cutting the dose of the chemi clean by half or even by a quarter (did you by chance do this?)
By not using a full dose, you will kill most of the bacteria, but the remaining bacteria will mutate and be resistant to chemiclean and be better at terrorizing the aquarium...this is why we no longer use penicillin.
now no matter how much chemiclean you use on this...it isn't going to go away.
