what can i add to my tank without increasing the bioload

i have a 45 tall and im going to put in a starfish,2 clowns,cardinal,wrasse,and maybe a lemonpeel angel. the question is if i ad hermits and snails and maybe an urchin will this be too much

Yes, if this is a new tank it is a lot to add. ANYTHING alive adds the bioload. Now you probably can do hermits and snails...but an urchin depends on the algae you have. The starfish, depending on the type, may eat the snails and such. And reef safe seastars like Linckia will often starve.
You do have to consider water parameters and when to add these things. That ultimately indicates how things are going.

im not going to add everthing at once, im going to take my time at it....on the urchin maybe a tuxedo,can i add seaweed sheets for the food? seastar probally a sand sifting let me know what you think

Most starfish appear to need lots of live microfauna, best provided by a comparatively gigantic proportion of live rock. Sandsifters, IMO, are a particularly poor choice as they are more difficult to track and can kill off the animals in sand, and end up starving.
Urchins will eat seaweed sheets as far as I am aware.

A sand sifter star will almost certainly starve in your tank size. I would definitely not recommend it. The tuxedo will probably eat algae sheets.
