It may be big enough for it if you buy a small one, but it will grow too big. Tangs swim around a lot to stay healthy, but then again it's not for us to deceide for you what to do.
As for snails, someone else told me 1 snail per 5 gallons.

Right now I have:
1 Lawnmower Blenny
4 Peppermint Shrimp
15 Hermits Blue Legged(10)
Green Legged(5)
10 Nassarius Snails
5 Astrea/Turbo Snails
and 1 Feather Duster.

Hey, I don't know if you are still interested in getting the sand sifting starfish anymore, but I would definitely only get one and I would wait about 8-10 months at least. A ss star can sift through about 4 inches of sand in an 80 gallon tank in about a month. From there it buries itself and slowly decays because of the lack of food. I know because I found that info after I realized I hadn't seen him in awhile. I went digging for him and he only had two legs left. But your list sounds good so far. Good Luck!

You dont need to have light for fish to survive no..........I have turned off my lights or left on maybe one blue when Im controlling algae in the past with my smaller tank.........the fish can see and get around fine, trust me. Also if you can allow in some non-direct light, that will help in the day.
