You only need an electrician (or close proximity) if you decide you need a feed from your panel. You can do the rest yourself with a little bit of planning.
580 gallons. I would have a seperate box....

Um...you build one male to male extention cord...All of what you can buy at any hardware store.
Prewired is not hardwired. All you need is a 15 amp rated electrical switch and a 15 amp dedicated outlet to plug in two 250 watt ballasts. You can attach it to the stand in a spot not so conspicious
Run it all on the inside of the stand with cable clips and you have you only one box on the outside.
This way, if I do move from house to house, I just drop one cord to whatever wall I need to drop it to.
Panduit would be great on a very large complex system. That way you can run everything say in 12 gauge wire!!!!! Of course 3 conductor 14 gauge water proof cable is pretty cheap to buy at home depot. However, water tight boxes are not
