what do porcupine puffers eat

My experience is that they eat pretty much anything. Did you see it eat in the store? Is it in quarantine? If not, what are its tankmates? Often an aggressive fish will intimidate newcomers and they then decline to feed out of stress. Another possibility is that it is just stressed, and will eat in a few days.

And the funny thing is when I see him near the skimmer he barely moves so I turn off the lights and then he starts moving

Sounds like stress. When I am going to move a fish from QT into the display I always feed the tank, then turn the lights off, rearrange a few pieces of rock, and then add the newcomer. By the morning the new fish is usually doing well, and I make sure the first feeding is the same food that the newly added fish was eating in QT. I think that sometimes they don't eat because they just don't recognize food as food.
