What do u think is the best way?

For setting up a 400-500 gallon tank for around 1,000 maybe a bit more
(no live stock just tank and stand)
would u suggest buying a used one or building a plywood one?
Which is cheaper?

It would be a good deal if you could find one used. Building one out of plywood wouldn't be too difficult, but the glass would be the most expensive part.
You're still looking at another $4k in equipment...
