What fish is this?

He's about 2 inches long, red on the bottom half, with a black stripe over the top third of him. He doesn't really swim (I was told he lacks a swim bladder) but he scoots over the rocks and sits on his fins. When he sees something he'd like to eat, he leaps up and swims as hard as he can, grabs the bite, and then swim/falls back down again. Sometimes I worry that he doesn't get enough to eat, as he tends to wait for food to come to him. In a large tank of aggressive eaters, that doesn't happen unless I dump in way more food than anybody wants. He sits on a rock about 3 feet away from where the food-drop hole is, and watches while everybody else eats.

I dropped in about 8 thawed krill at once. These were immediately pounced on and devoured by the panther grouper, the long-nose butterfly, the clown trigger, 5 yellow tangs, and the purple tang. Our little hawkfish came down to watch from cover of rocks nearby, and at one point dashed in and took a whole krill, but by the time he came out the other side of the rock, he'd lost it. So, I thawed out about 6 more krill. Now about 4 of them are drifting around the bottom. I'm hoping someone will get hungry in the next hour or so and finish them off, so I don't need to go in after them. Now is his chance--the krill are his for the taking.
