It depends on tank size and how much rock.
It could cause a cycle (small tank lots of uncured rock) or it could be a blip on the screen (large tank small rock).

well i have a 29 gal that is just water, the tank has been up for like a year and a half or so, i was going to break it down but i decided i want to keep it forr just a clown or two
my boyfriend and i made some homemade rock and i dotnt have a plce to cure it at the monet so i was wondering if i could just out it in there and watch the levels

If you don't have livestock in the tank right now, that would be a way to cure it.
If you do have livestock, get a virgin Rubbernaid tub, add some cured rock and a powerhead and let it cycle.
There won't be die-off from homemade rock, but the tank will "process" it just like any other new addition.

Watch your levels. If you do get spikes, don't let them spike high or you will be risking the microrganisms in your sand.

If you made this rock it is not uncured...uncured means there is something alive, and some things will die off. What you have is base rock, it will not cause a spike but you should give it time for bacteria to populate it.

you mix portland cement and osture shells together and plop it in the sand and let it dry

No there's a difference between curing live rock, and curing DIY rock. I believe yuo have to cure DIY rock for months. Take a look in the archives on how to do this. Some people put it in their toilet tanks, or some other way of getting the rock rinced regularly.
