What is causing this?

I have a horrible green hair algae problem. I have done many water changes, the salinity is 1.023, I have mucho circulation, 3 maxi900's, the mag2 return from my fuge, the mag7 return from my sump, Css125 in the sump, I am running kent marine phosphate sponge and pura phoslock in the sump, chaeto and caulerpa in the fuge. I even took out all the rocks and scrubbed them, it came back as bad in two weeks. I tried lowering my lights to 4 hours a day and it didn't matter. It started when I added my ARO VHO ballast. It is a 220w running 2 brand new URI VHO 4 ft bulbs. Could that ballast be causing the lights to operate at a bad wavelength or is something else wrong?

What are your nitrates at? I think you've taken a lot of good steps to rid the tank of the problem but even with the proper steps it may take a while for it to clear up??

when i first set up my mh 175w 20ks i experienced a really bad algae outbreak. the things you are doing are pretty much what i done. instead of 5 gallon a week water changes i started doing a 10 gallon, scrubbed what rocks i could get out off. a couple of monthes later its pretty much gone except i still have some on one side of my tank, witch i think might be comming from the morning sun shining on that exact spot of the tank

I remember when I pulled the lights out of the sleeves, the actinic r had some black around the ends. Maybe one or both of the lights were used. That would cause the outbreak, right? I tried turning the vho's off and leavin just the HO's. Maybe it will start to die off.
