what is the best fish to start out with

Im assuming you are talking about for you 10g. Damsels are very hardy fish, and most people use them to start up a new tank. However, with that small of a tank, you probably dont want more than 2 small fish total. Damsels can be very aggresive towards other fish, and are also a pain in the butt to get out.
A pair of clownfish would be a good choice IMO.
How long has your tank been running and whats in there right now?

Damsels ARE really aggressive but they can be fun to watch as well...,..I have a few different kinds, 4 stripes are pretty cool, so are the yellow damsels but my favs are the Sargeant Majors....and they grow QUICK

gobies are great for small tanks. neons and clowns are good. i've got a small perc and a green-banded goby in my 10. he's just over an inch long. here's the pic.

IMHO, Blue-green Reef Chromis are VERY cool and hardy.
Here is my school of 4 in a lucky shot as they darted around a rock.

Ive had and you may have a cycle. My Royal Gramma and my Blue Damsel were the hardiest of all my fish.
