What's "better" is really up to you and how you choose to look at it. Personally, I like tanks that are long and not too tall, which the 20L is. However, a 20L needs a 30 inch light fixture, which is going to be more expensive than a 24 inch fixture. And if you have corals that need more room to grow upwards, a 20H may be the way to go. Also, a 20L has the same footprint as a 29 gallon and would require pretty much the same equipment, so the extra 9 gallons may be a plus.
