I partially dissagree, as for the macro's the actinic does nothing. But in my sump/fuge there is nice coralline spreading on the rock+rubble+ on the glass walls/baffles of the sump. Iam pretty sure the actinic light has a good effect on the color and look of the rock and anything else down there.
In my Dad's aggressive fowlr, the sump is the only place we can see a difference in spreading corraline. Hes got pinks/purples/oranges/lime+forrest green that is spreading off some lalo rock. Of course rock is the only thing nice too look at in a fowlr not counting the killer fish.

actinic are only beneficial to photosynthetic plants or invertebrates. but then again MH are way better than actinics for that in most cases. if you really want to get into the crazy specifics of actinics and the lighting spectrums and kelvin units then just google actinic lights and read up.
