What should i add to my fuge for best performance

Currently have 55 gallon fuge, 3in live sand and 50 pounds of rock but my nitrates don't come down from 40 ppm do to tap water ,and there's brown stuff on top of the sand bed that looks like wastes.

I would put some cheato in the fuge, this is what I got in my fuge and I never have any nitrate or phosphate problems.

and good water circulation.....small powerhead will also help keep from developing 'brown' sand
