Procupine puffers can grow to about 17 inches so a 55 is way to small. If you badly want a puffer get a valantini puffer. They are about the only puffer you can do for a 55. Valantinis only grow to 3" from what I have heard.

You better use a lot of caution if you place any puffer in a reef. These puffers are known for nipping.
There are other puffers/tobys you can get. Search around.
A pork however, will outgrow that tank in no-time. A 55 is for juvenile housing only.

You might be able to keep one for a year or two. If you're 100% going to get a bigger tank later on, you can keep one. Although they have potential to grow up to 17" or more depending upon the species, but most won't even reach the half of that size in captivity even under the best conditions. (The ones in public aquariums are a different story). Anyhow, my point is...if you start off with a small porky, you should be fine. Just don't be tempted to overstock your tank...
