Ha ha, that looks pretty weird. Neat to have one of those things in your tank (if it was safe). Looks like hes wearing lip stick:)

Looks like some type of walking batfish. The front fins are basically, like you said, modified fins for walking.
Not sure what species- maybe a Redlip Walking Batfish? Or perhaps a Street Walking Batfish? :D

Actually that thing looks like it has a big nose if you look at good. That may actually be the pretty form of the streisandolus!

If indeed it is of that species it is certainly the most beautiful one of them. They are generally very ugly fish and have terrible personalities as well. I'd much rather hear the clicking of a mantis in my tank than the horrible calls of the streisandolus. Strangely enough these will pair up and mate with another species, the jamesbrolineous but are not compatible with elliotgouldiouses.

And are also known to be in sappy bad movies too.
The opposite of the other not well known matriartically dominant species, the Jamieleeous Curtisosis; who played a marvelous role in "A fish called Wanda".......................

You cant buy these, sorry. You might be able to go on a dive trip to the Galapagos and sneak one ouot.. but not a good idea.
you CAN however, get Walking batfish-- very similar, dont have lipstick though. They are 'reef safe with cuation' they do tend to eat small fish. you need a tank with a large area of sand for them to live on. I really want to get one- they are cool-- my wife thinks they are quite possible the ugliest fish she has ever seen, though, so i dont see it happening any time soon :)

HNF2K-
YOu can get these rfom several online suppliers-- do a search on google for 'walking batfish'
I cant tell you directly- the post will get deleted or edited.
As for your tank size- should be ok, as long as you have large areas with open sand. Just keep in mind, these are reef safe 'with caution'. they will eat smaller, slower moving fish.
I have seen them at our LFS- they get them in from time to time- one of the coolest fish i've seen.
