What's a Good Amount of LR?

I am a new aquarian hobbyist and have a few questions:
1. What is a good amount of LR? I have a 38 gallon tank.
2. What is good pricing for LR?
3. What is a good amount of fish (per inch) for my 38 gallon tank?
4. Is it wrong to use non-RO water (aka de-chlorinated tap water)?

1 to 1 1/2 lbs of LR per gallon. My lfs charges 6.99/lb for fully cured LR. I think that's high though. You can get it much cheaper if you buy it uncured and cure it yourself.

1.5+ pounds per gal.
Live rock varies not only in price but what some lfs and online vendors consider to be prime LR.You may find it for $3.99 a pound and classed as prime FIJI, but until you pay shipping costs it can then run you $10.00 a pound so that rock at the lfs for $8 a pound is really a better deal.
How much rock is realy dependant on what type of tank your setting up.
No, usuing dechlor tap water is fine if its a fish only tank, its just not the preferred choice for a reef tank and die hards wil not use it either in a fish only tank........but I woul dnot say its wrong to us eit, but you will be sorry one day when yu get algae and other associated problems.
I do not pay any attention to the fish per inch per gal crap., I usually keep smaller fish, especially goby and blennys, and basslets, and fire fish etc, and yu can put quite a few more inthe same given area as the general recomendatin suggests....I have all sizes of tanks and have never had a problem, just use common sense as to its requirements, which I also tend to view at being about 100% more than they need to be except perhaps for Tangs and Mandarins.

1) 1 to 1 3/4 lbs of rock per gal
2) on line $3 to $4 per lbs shipped. LFS $6 to $8 per lbs ( I pay $7 per lbs at lfs)
3) depends on the fish I think the inches per gal is a bad rule some fish have more of a bio load than others.
4) I found out the hard way don't use tap only RO but RO/DI is the best..
