My tank is 15 days old. Today i woke up and the live rock has some silver type bubbles in some spots. The water also looks like there is sand that is not settled on the bottom (trust me its not sand!). They may be tiny bubbles that look like sand but i dont know. There is alot of this stuf swrilling around!
please tell me what this is!
Nitrate-25
ammonia- 0
pH- 8.3

I added 70 pounds of live rock, 51 pounds of live rock, and 2 damsels. I havnt seen an ammonia spike yet. The ammonia spike may have happened last weekend because i was gone for 3 days and the water wasnt tested during those three days.

Hm...
So, first off, did anyone give you the lecture yet on cycling with live fish? It's an unneccessary no-no that permanently harms the fish. Take the fish back to the pet store before the potentially die and throw in a raw shrimp instead. The shrimp will break down and provide all the ammonia you need for a cycle.
The ammonia spike will not disappear over 3 days. Weird that you are getting a nitrate reading and never had an ammonia reading. Was the live rock fully cured from a pet store? (Ie. no die off?)
The silvery bubbles on the rock, could they be air bubbles? It sounds like you may just have a protein skimmer or powerhead shooting excess micro bubbles into your tank.
