WHATS THE BEST AND CHEAPEST FILTER FOR A 2929 gal GALLON

While i was lookin around for a light for my 20 gallon i came across a 29 gal. tank for $70 i wanted to know whats the best & cheapest filter for a 29 gal.
p.s. im 14 WITH NO JOB!!!!! so money is limited

The best filter for a 29 gallon tank would be live rock. The cheapest filter would be a hang-on powerfilter (Penguin, Emperor, etc.)
If money is limited and you have no job, why not focus your money on your current 20 gallon tank? 'Tis better to have one nice tank than two so-so tanks.

cus my 20gal is currently hosting 3 clowns and i want to breed black and white perc clowns

If you are to breed fish, cost should not be a concern. It's not the easiest thing to do and a cheap filter would not be an option.
