What's this stuff?

This maroon leafy stuff was growing in my tank when I bought it. The question seems foolish, but I'm new to this and don't know if it's a plant are animal. I've been told both.

there's green algae growing on it for sure. it occasionally loses leaves which I take out would the stuff spread if I didn't?

That looks like cyanobacteria growing on macroalgae. Does the red actually rub off or come off?

no , and it doesn't feel slimy except for the green hair algae. the leaves that break off don't decompose readily.
