When does Live Rock come into play in the setup process

I'm doing a new 30G Tank that will have 30 Lbs. of live rock. So far I have the tank cleaned up. I plan on putting in the sand and setting up the water mixture.
I think I plan on buying most if not all of the Live Rock from this site, so at what point after setting up the water mixture do I add the Live Rock to the tank? It's a brand new tank so can I cure it the rest of the way in the 30G?
When do I add the cocktail shrimp to start the cycle, after the Live Rock is in the tank or before?
Should the mechanical filtration (power filter, protein skimmer) be running while I'm trying to cycle?

I am so confused but I will take a wild guess. If you are buying your LR on line you will most likely have some die off. This die off will introduce ammonia into your tank you should not need any shrimp. (Eat them for an appetizer). You most definitely need to run your filter. I am assuming your filter has some sort of mechanical filter media. That is where you will start to colonize your nitrifying bacteria

I guess I'm asking if its alright if the Live Rock I buy online from here is put into my newly setup aquarium right out of the box?
And if so, when should I start Mechanical Filtration in that process? Should I have it running before I put the Live Rock in?
And you don't think I'll need a cocktail shrimp to start off the ammonia cycle?

Question number one. Yes its ok although you run the risk of some unwanted critters your ammonia spike will take care of them.
Question number 2. You should have your filter running now so you have water movement.
Question number 3. Check your water frequently if you see ammonia or nitrites you do not need to add a shrimp

Thanks a bunch. I think you cleared everything up for me. Now I just have to ensure that I'll have enough water movement and I'll be set. Thanks!!!!
