How much LR did you use?? You can actually start the skimmer now if you want. I do not know anything about the UV so I can't help you there...

Since he started with live rock, it already has that beneficial bacteria on it, it also has hitch-hikers such as feather dusters, peanut worms and who knows what else, skimming will give these critters a better chance for survivability. Your nitrifying becteria is on the surface areas in your tank, not in the water column.
