when is the right time ?

I've been cycling my 120g tank now for two weeks with some sand and LR. when is the correct time to start a protein skimmer and UV? this is going to be a FOWLR tank.

How much LR did you use?? You can actually start the skimmer now if you want. I do not know anything about the UV so I can't help you there...

I was only able to get around 25 pds of LR for now but wil add more down the road. I also added a bag of the carib-sea live sand.

Since he started with live rock, it already has that beneficial bacteria on it, it also has hitch-hikers such as feather dusters, peanut worms and who knows what else, skimming will give these critters a better chance for survivability. Your nitrifying becteria is on the surface areas in your tank, not in the water column. It's true, your ammonia is in the water and if he had started with base rock, then I would advise no skimmer til the end of the cycle, but since starting with LR, it's a nother ball game.
