When should I add a clean up crew?

36 gallon tank. Live rock and no coral. The tank has been cycling for 16 days. I’m beginning to see algae on the live rocks and on the sand (before I did my first water change/gravel siphon two days ago). Nitrates and nitrites are still pretty high.
I should wait until those levels fall to zero with ghost feeding before adding a clean up crew, right? Despite the algae growth?

Don’t change water until the cycling process is done. No clean up crew until the cycle is done.
