When to add more fish?

I've done a search on this and am getting mixed results. I just recently added a couple of peppermint shrimp and a Scooter Blenny to my tank. Just wondering when I can add another fish. I've read where some people say to give it a month for the bioload to adjust, and then I've seen where people say to give it a week. I know patience is the key, so I will wait a month if need be, but I just wanted to ask you guys to be sure.

It really differs w/every tank. depends on filtration, LR, LS, RO water, how long your tank has been up, water parameters.

For filtration, right now I just have a hang on filter that came with the aquarium kit. I have a protein skimmer on order though. It's a 29 gallon tank, 30-32lbs of LR, and 30lbs of sand for my substrate. All of my water parameters look good. The tank has been up and running for close to a year now. I've used only distilled water in it.
One other thing I forgot to add. The Scooter Blenny that I just added is only about an inch long, so I can't imagine him throwing the bioload off THAT much.

Some people say that a Scooter Blenny needs a mature tank to thrive, because they eat tiny organisms in the live rock. My Scooter also "scoots" around and eats the food pellets that fall to the bottom of the tank. Have you watched yours feeding?

Also, you just have to test your levels and see when the tank is ready. Nitrites and ammonia need to be at 0.
I would think in a 29 gallon, you could probably only get two more small fish.
