When to seed sand from old tank??

OK so I have almost filled my new 150...
I am putting the contents from a 37g into this new tank.
The question is when to put the sand and rock in..before or after the cycle??

If I put the live sand from the established tank will it all just die off??

No, if nothing else, it will speed up your cycle.

Are/did/plan adding more live rock and sand soon ???
If you just move everything in to the new tank with just new water then there should not be a cycle but if you are adding more rock and its not cured or cycled then it will need to. The rock and sand can go in any time either way but if you have livestock, then they should not be in a tank thats going thru a cycle.
