double check to make sure that your chiller gets plenty of air. A chiller is an air conditioner and if it keeps "eating up" its hot waste air it will not work. Even if you have plenty of space around a chiller that does not mean that it will operate correctly if its under a tank.
Just a thought. I had the same problem. I have to use the glass tops on the tank because I have two yellow labs and a cat that can swim (proven fact). I have a great chiller and that helps me keep the tank closed.
