Which is better (lighting?)

I am going to run two 250 MH over my 100gal which 60" long X 18" wide X 20" tall. I would like to know if this will be ok and if I should go with two ballast or one dual ballast?

Same difference technically. A dual ballast is just two individual ballasts in one enclosure.
However, if you have plans to be able to power the lights independantly (left separate from the right, for instance), you will want to either get two single ballasts (so you have two power cords) or you can modify a dual ballast and add a second cord to it pretty easily.

You dont need anything special to run different K bulbs, all MH ballasts will run any K bulb (as long as its the same watts as the ballast is for)

Pulse should be what you get if you have a choice. Pulse start will ignite any type of bulb (probe or pulse). Probe will only start probe.

14K bulbs can be pretty blue, so if you plan on running actinics for the dawn dusk affect you may want to go with 10K bulbs and some VHO or PC actinics
