White bugs on surface of water

A few days ago I noticed these tiny white bugs that skim across the surface of the water. The smaller ones are about the size of a grain of fish food and the larger ones are the size of two grains of food next to each other. I don't know if they are good, bad, or neutral. Can anyone help?

Hi,
...Can you get a picture of them.

Do you have good water movement? If the top of your tank is easy to see to the bottom direct a power head at it. That may break the surface tension and give your fishies a nice snack

Probably just a type of copepod or amphipod which are of no concern & indicate a healthy microbiologically live aquarium. The other possibility is that it's daphnia a type of copepod ("water fleas" not to be mistaken with ick) which are harmless. Their are of course other possibilities but this sounds like the most relevant. Pictures would be nice though. Good luck.
