white fuzz growing in whole tank please help

i have a fuzz growing on my live rock and sand i thought it would go away with time but it hasn't. It dose not seem to harm any of the fish but it looks really bad in my tank. The tank has been running for 2 years now and the fuzz showed up about 2 months ago.

The bubbles tell me it's photosynthetic. So it's either algae or Cyanobacter. I'd guess some type of algae. If I'm right then there's good news and bad news. It's consuming phosphates and Nitrates which is good. It's getting its food from either the water column (bad) or the rock its on (really, really bad).

Can you describe your system in detail?

i do water changes every week 4gal/us tank is 18.7us/g, I have yet to do it this week. there is about 20lb of live rock and 2 clown fish.
a few months back i lost my corals because I turned off the ac in my house for a long weekend and it got to 100°f in my house with a metal halide light
over it im sure it got quite warm in the tank.
filtering with a EHEIM classic 150.
